The San Francisco Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic vitality through key programs focused on downtown and neighborhood commercial corridors, workforce development, joint development projects, industry focused business recruitment and retention, small business assistance, and international business development. OEWD’s goal is to work continually to make San Francisco an even better place to live, work and do business.  OEWD is a dynamic Department in the City and County of San Francisco. 

The Workforce Development Division of the Office of Economic and Workforce Development (OEWD) serves San Francisco jobseekers and local employers. OEWD strives to ensure that San Francisco has a qualified workforce that attracts, retains and expands industries, and maximizes employment opportunities for local residents through comprehensive training initiatives and services to ensure that no community member is left behind when it comes to the chance to go to work and succeed.

CityBuild, an initiative under the Workforce Division is seeking an Academy Coordinator. CityBuild prepares San Franciscans for career opportunities in the CityBuild industry through two distinct sets of training programs:

• CityBuild Pre-Apprenticeship CityBuild Training Programs – Intensive hands-on programs that provide San Francisco residents with the foundational knowledge, skills, and support to enter careers in the CityBuild trades and succeed as new apprentices. The nationally-recognized CityBuild Academy is the flagship of the CityBuild pre-apprenticeship network, which also includes tailored trainings based on particular needs of jobseekers, projects, and the CityBuild industry based on the AFL-CIO Multi-Craft Core Curriculum (MC3).
• CityBuild Administration Training Programs – Courses that prepare San Francisco residents for a career in Administration and Professional Services in the back-offices of CityBuild Industry employers.

CityBuild provides ongoing assistance to CityBuild graduates, local jobseekers, and CityBuild employers through its Employment Network Services program (ENS), which includes providing information on applicable local hiring policies and making referrals in partnership with local hiring halls to assist contractors with meeting their local hiring requirements.

Job Description

Appointment Type : Permanent Exempt (PEX ) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

Under direction, the Academy Coordinator performs professional technical duties in the area of construction employment and training, which includes employer engagement-job development, trades skills assessment, project monitoring, program evaluation, and staff supervision as directed.

The Academy Coordinator position is challenging and often fast paced. Academy Coordinators must be team oriented, but able to work independently and be innovative. This position’s success is built on the ability to build strong working relationships with job seekers, Citybuild trainees, labor representatives, and construction contractors, with the primary goal of providing meaningful employment opportunities for community members and exceptional customer service for employers. Academy Coordinators must understand all applicable local hiring policies and be able to effectively convey local hiring procedures one-on-one and in group settings.

The Academy Coordinator is charged with fulfilling the objectives and goals of CityBuild and the Office of Economic and Workforce Development. This position will work on highly visible CityBuild Academy Pre-apprenticeship Training Program in coordination with the various Construction Workforce Policies including and not limited to the City’s First Source Hiring Program and the Mandatory Local Hire for CityBuild. The Academy Coordinator will need to have strong community relation skills and he/she will have to represent CityBuild at community meetings throughout the day and some evenings.

Responsibilities

The Academy Coordinator will be responsible for balancing multiple tasks which include the following:

Program Development, Implementation & Enhancement

• Responsible for developing and managing the CityBuild Academy portfolio in adherence to OEWD’s goals, sector strategy vision, department procurement process guidelines, funding regulations and stakeholder workforce needs.
• Develops and coordinates preparation of portfolio annual work and performance plans with knowledge of operating budgets and program funding streams.
• Develops and monitors grantee work plans and performance to assure that program models effectively steer the development of successful sector programming.
• Provides support for workforce program research including labor market data, industry trends, best practices, etc.
• Leads efforts with industry employers, training partners and post-secondary educational institutions to shape curriculum and create training models that are relevant to employer’s real-time needs.
• Works effectively with Post-Secondary educational partners, particularly within Construction Sector, coordinating collaborative efforts with education, community and employers. 
• Lead in reviewing and rating workforce development proposals in CityBuild programming.
• Conduct labor market research and national program model reviews to recommend enhancements to exiting programming
• Work with employers to customize curriculum for entry-level, mid-level and incumbent worker trainings

Contract Monitoring, Evaluation, Technical Assistance and Capacity Building

• Develops tools and methods of evaluating and monitoring effectiveness of CityBuild programming.
• Through sector program oversight and formal monitoring visits, lead the coordination of monitoring and evaluating strategies, policies and operations of sector programming to assure that grantees are in compliance of federal, state and local funding requirements and guidelines
• Prepares, reviews and executes contracts and subcontracts for the disbursement of funds.
• Provides technical assistance, information and sharing of best practices.
• Establishes and coordinates operational methods and procedures.
• Recommends program model or training modifications and adjustments to ensure responsiveness of Initiative to both employers and job seekers needs.
• Works with other project or program stakeholders to coordinate and streamline various phases of project or program implementation.

Data and Reporting

• Collects and evaluates qualitative and quantitative data through reporting systems.
• Prepare monthly, quarterly and ad-hoc sector and program data and program performance analysis to present to for senior management, Workforce Investment Board members, sector stakeholders and City Officials. 
• Assists in evaluating and recommending CityBuild’s strategies and vison with Department’s Strategic Initiative’s team.
• Collects data and prepares a wide variety of reports, memoranda and correspondence.
• Reviews and analyzes monthly reports submitted by various community groups, organizations and agencies to ensure contract compliance.

Employer, Stakeholder and Workforce System Engagement

• Lead the coordination and implementation of workforce sector stakeholders (including employers, training providers, educators, public officials, community members, industry and labor representatives) to best connect local residents with sector employment.
• Oversight of sector collateral and public messaging to assure that the public is aware of workforce sector services, programs and trainings. Coordinate with workforce system to assure that citywide job seekers can access sector services.
• Establish and nourish relations with construction employers. Convene with employers through individualized and group meetings, focus groups, and round table discussions to provide information on sector initiatives and gage their workforce needs.
• Create individualized recruitment plans with employer partners to help employers fill their workforce needs with sector candidates.
• Spearhead effective engagement and outreach to diverse populations, including re-entry population, public housing residents and public aid recipients.

1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Understanding and knowledge of:

• San Francisco’s workforce local hire policies and other governmental legislations to provide employment opportunities to economically disadvantaged San Francisco residents
• Federal, State and local laws and workforce programs as they apply to construction and professional services
• Principles and practices of community development programs and local governmental structure
• Various trades, tasks and skill requirements and entrance requirements
• Knowledge and experience with workforce development principles and practice.
• Hold excellent interpersonal, written and verbal communication skills. Extensive experience in writing clear and concise reports, requests for proposals, policies and procedures, newsletters, written memos and directives to a wide range of audience.
• Demonstrated ability to develop and manage multiple relations with multiple stakeholders including: community-based organizations, local officials, employers, labor, industry associations and others.
• Experience working in a government and/or non-profit settings interacting with the development and implementation of workforce programs that serve disadvantaged populations.
• Knowledge of San Francisco’s neighborhoods, local government, criminal justice system, workforce development, and social services infrastructures.
• Knowledge of and direct work experience with federal, state and local funding including (but not limited to) Workforce Investment Act, Community Development Block Grant, Department of Labor, General Fund dollars, etc. Understanding of the regulations associated with each of these funding streams.
• Knowledge and experience developing and implementing sector strategies and programming, specifically in the Construction sector.
• Knowledge of national and local sector models that are innovative; implement best practices that serve Construction industry needs as well as those of local job seekers.

Abilities and skills to:

• Work effectively with a variety of stakeholders, including City department heads, union representatives, general contractors, community advocates and City staff
• Interpret Federal, State and local policies and incorporate relevant requirements into existing local workforce policies
• Analyze policy and perform statistical analysis to develop recommendations or to compile comprehensive reports
• Write clear and concise reports, recommendations and correspondences on behalf of OEWD
• Negotiate solutions based on existing policies, data and protocol
• Utilize effective written and verbal communication skills in preparing memoranda and narrative reports, making formal presentations and facilitating large and small groups.
• Maintain and manage project information to allow for immediate access and reference
• Manage time and workload appropriately
